About the Regional Public Transportation Coordination Plan (RPTCP)

What: The Regional Public Transportation Coordination Plan (RPTCP or "the Plan") is a five-year strategic plan required by the Texas Department of Transportation (TxDOT) for each of the state’s 24 planning regions. The 2027–2031 RPTCP will guide public transportation coordination efforts across these counties, ensuring that regional mobility strategies align with:
The Regional Transportation Plan (RTP) – long-range goals
The Transportation Improvement Program (TIP) – short-term, fundable projects
Why: The RPTCP aims to improve access to jobs, education, healthcare, and essential services through better planning, coordination, and investment.
How: The Plan identifies mobility needs, service gaps, and coordination opportunities:
Inventory existing providers and services in the region
Assess unmet needs and service gaps
Engage the public and stakeholders to understand barriers to mobility
Develop goals, strategies, and coordinated projects to address those needs
Support eligibility for federal and state funding, such as:
FTA Section 5310 (Enhanced Mobility for Seniors and Individuals with Disabilities)
Other TxDOT and FTA programs that require consistency with a regional plan
Who: The Plan focuses on transportation-disadvantaged populations, including but not limited to:
Seniors
Individuals with disabilities
Veterans
Low-income residents
Youth and zero-car households
Residents with limited English proficiency
Where: H-GAC serves as the lead coordination agency for TxDOT Planning Region 14, covering the 13-county Gulf Coast region. The Plan supports the 13 counties within H-GAC's service area. Here’s a breakdown:

Al compartir sus experiencias y observaciones, ayudará a que el H-GAC logre conectar mejor a las comunidades de nuestra región de 13 condados:
Identificar las deficiencias:¿a dónde deben ir los autobuses, trenes y otros medios de transporte público?
Asignar los fondos de manera inteligente: asegurarse de que los recursos se destinen a las áreas que más los necesitan.
