Review the Draft 2027–2031 Regional Public Transportation Coordination Plan
H-GAC invites residents, transportation providers, local governments, community organizations, and other regional stakeholders to review and provide comments on the Draft 2027–2031 Regional Public Transportation Coordination Plan (RPTCP).
The draft plan reflects public and stakeholder input collected throughout the planning process and identifies transportation needs, goals, strategies, and recommended projects for the 13-county Gulf Coast region.
Public Comment Period: October 1–31, 2026
Please review the Draft RPTCP and submit your comments through the public comment section below. Comments received during the public review period will be documented and considered before the plan is finalized.
Comments may address:
- Transportation options that are limited or unavailable
- Destinations that are difficult to reach
- Barriers related to service, schedules, accessibility, cost, or transportation information
- Services or approaches that are working well and should continue
- The needs, goals, strategies, or recommended projects identified in the draft plan
- Opportunities to improve transportation coordination or address unmet needs
- Anything you believe is missing or should be addressed differently

About the Regional Public Transportation Coordination Plan (RPTCP)
What:
The 2027–2031 Regional Public Transportation Coordination Plan (RPTCP) identifies transportation needs, service gaps, and opportunities to improve mobility and coordination across the 13-county Gulf Coast region.
The Plan brings together public transportation providers, human service organizations, local governments, community partners, and the public to identify strategies that can improve access to transportation and strengthen coordination among existing services.
The RPTCP also complements other regional transportation planning efforts, including H-GAC’s Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP), by identifying public transportation and human services transportation needs and coordination opportunities throughout the region.
Why: The RPTCP aims to improve access to jobs, education, healthcare, and essential services through better planning, coordination, and investment.
How: The RPTCP is developed through a coordinated planning process that includes:
- Inventory existing providers and services in the region
- Assessing unmet transportation needs and service gaps
- Using public and stakeholder input to identify barriers to mobility and transportation needs
- Developing goals, strategies, and coordinated projects to address identified needs
- Supporting eligibility for federal and state funding, including FTA Section 5310 (Enhanced Mobility of Seniors and Individuals with Disabilities) and other TxDOT and FTA programs that require consistency with a regional coordinated plan
Who: The RPTCP serves the region as a whole while placing particular emphasis on people who may face greater transportation barriers, including older adults, individuals with disabilities, people with lower incomes, veterans, job seekers, children and youth, and others with limited access to transportation.
Where: The RPTCP covers Gulf Coast Region 16, a 13-county planning area coordinated by H-GAC. The region includes Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, and Wharton counties. Here’s a breakdown:

Please review the Draft RPTCP before submitting your feedback. Comments may address transportation needs and service gaps, goals and strategies, recommended projects, or anything you believe is missing or should be addressed differently.
Public comments will be accepted through October 31, 2026.
Comments received during the public-comment period will be reviewed and considered by H-GAC as the plan is finalized. Feedback may result in clarifications, corrections, or other appropriate revisions to the plan.
