We are underway on Phase II of the Old Sixth Ward Mobility Plan and invite you to be a part of this effort. This website will be used to post updates about the plan’s progress and provide interactive ways for you to engage with us about the transportation-related opportunities and needs for this area of the city.

Project recommendations will be posted on this website within the month of September.

Project Background

The Houston-Galveston Area Council has partnered with the City of Houston’s Old Sixth Ward Redevelopment Authority (or Tax Increment Reinvestment Zone 13) to develop a “Phase II Mobility Plan”. In 2021, the Old Sixth Ward Redevelopment Authority completed the TIRZ 13 Mobility Study, a Phase I mobility effort that set the stage for Phase II. The Phase II effort expands upon the original TIRZ 13 boundaries into the City of Houston’s First Ward community and will identify projects that support safe options for people to walk, bike, take transit, and/or drive.

The Old Sixth Ward and First Ward areas are experiencing increased redevelopment and transportation changes, resulting in escalating mobility challenges. This Phase II effort will identify major destinations, planned developments and existing mobility networks and travel patterns in the study area. Recommendations for short-term and long-range transportation projects will be developed, informed by the work completed in Phase I.

The Phase II effort kicked off in January 2024 and is expected to wrap up by the end of 2024.
