1.  

Accelerate Clean Vehicle Adoption and Electrification Infrastructure

Launch incentive programs for light-duty electric vehicle (EV) purchases and expand public awareness campaigns.
Expand public EV charging infrastructure, prioritizing underserved areas and corridors.
Require electrification of municipal, transit, and state vehicle fleets, including medium- and heavy-duty vehicles.
2.  

Reduce Vehicle Miles Traveled (VMT) Through Sustainable Mobility Options

Pilot flexible work and trip reduction incentive programs (e.g., requiring or encouraging the counties and cities to provide pre-tax commuter benefits to their employees).
Design an Alternative Workplace Solutions policy and program for cities and counties to maintain and expand the number of employees who telecommute.
Develop and implement a pedestrian prioritization plan, such as Complete Streets and Vision Zero programs
3.  

Modernize Industry, Freight, and Port Operations

Promote idle reduction policies and voluntary adoption of cleaner practices at freight terminals and ports.
Implement incentive programs for zero-emission heavy-duty vehicles and equipment replacement
Invest in full electrification of port operations, including shore power infrastructure and electric drayage fleets.
4.  

Expand Transportation Efficiency and Low-Carbon Transportation Infrastructure Solutions

Conduct assessments and update local building and zoning codes to support transit-oriented, walkable communities.
Invest in “complete streets” projects that support biking, walking, and micro-mobility options with a focus on safe, high-comfort, connected networks.
Convert all traffic lights and streetlights to LEDs to reduce municipal energy use and long-term operating costs and prioritize safety.
Develop or expand major transit corridors and multimodal hubs to facilitate public and shared transportation options.
