Regional Active Transportation Plan (RATP)

Your Vision for Walking, Biking, and Rolling Starts Here

The Houston-Galveston Area Council (H-GAC) is developing the Regional Active Transportation Plan (RATP) to create safer, more connected, and more accessible ways for people to walk, bicycle, roll, and use other active forms of active transportation throughout the region.

Do you walk to work, bike to school, use a wheelchair or mobility device, walk to a transit stop, or simply want a safer way to get around your community? We want to hear from you.

The RATP will look at how individuals move throughout the eight-county H-GAC Metropolitan Planning Area, identify gaps and barriers, and develop strategies and recommendations for improving connections, safety, accessibility, and mobility.

Study Area

The Regional Active Transportation Plan covers the eight-county H-GAC MPO region, including:

  • Brazoria County
  • Chambers County
  • Fort Bend County
  • Galveston County
  • Harris County
  • Liberty County
  • Montgomery County
  • Waller County

The region includes urban, suburban, coastal, rural, and developing communities, each with different mobility needs and opportunities.

The RATP will examine active transportation conditions across the region including connections to:

  • Neighborhoods
  • Major employment centers
  • Schools and colleges
  • Healthcare facilities
  • Transit stops and hubs
  • Parks and community destinations
  • Regional destinations
  • Existing and planned sidewalks, bicycle facilities, trails, and shared-use paths

What We're Learning from the Community

People who live, work, study, travel, and spend time throughout the region understand their communities in ways that transportation data alone cannot capture.

Your experience can help us better understand where improvements are needed and what matters most to the individuals who use, or would like to use, active transportation.

Tell Us About Your Community

We want to know:

  • Where do you feel unsafe walking, bicycling, or rolling?
  • Where are sidewalks, bicycle facilities, trails, or crossings missing or difficult to use?
  • What destinations are difficult to reach without a car?
  • Where are there gaps in connections to transit?
  • What first-mile and last-mile connections could be improved?
  • Where do you see opportunities to connect existing sidewalks, trails, bicycle facilities, or other routes?
  • What barriers make walking, bicycling, or rolling difficult in your community?
  • What places would you like to reach more easily?
  • What improvements would make you more comfortable walking, bicycling, or rolling?

What should H-GAC consider as it develops regional recommendations?

Public Participation

Community input is an important part of developing the Regional Active Transportation Plan.

H-GAC will provide opportunities for residents, commuters, students, businesses, local governments, transportation agencies, advocacy organizations, and community groups to participate throughout the planning process.

Engagement opportunities may include:

  • Online surveys
  • Interactive mapping
  • Pop-up and community events
  • Focus groups
  • Stakeholder meetings
  • Public meetings
  • Virtual engagement opportunities

We encourage individuals who currently walk, bicycle, or roll as well as those who do not to participate.

You do not have to consider yourself a cyclist, pedestrian, or active transportation user to provide valuable input. If you have encountered a difficult crossing, a missing sidewalk, an unsafe road, an inaccessible transit connection, or another barrier to getting where you need to go, your experience can help inform the plan.
