Liberty County Thoroughfare Plan

The Houston-Galveston Area Council (H-GAC) will develop a countywide Thoroughfare Plan for Liberty County to guide the long-term development of the county’s roadway network. The plan will establish a coordinated framework for future roadway connections, functional classifications, and right-of-way needs to support Liberty County’s continued growth and mobility.

The planning process will begin with a review of existing plans, policies, and available transportation data to assess current conditions and identify key mobility needs. H-GAC will then develop a proposed thoroughfare network, including roadway classifications and corridor alignments, supported by mapping and technical analysis. Public and stakeholder input will be gathered through an online engagement platform, allowing community members to review project materials, provide feedback, and share local insights throughout the planning process.

The final Thoroughfare Plan will include a comprehensive roadway network map and supporting documentation to guide roadway planning, development review, and future transportation investments across Liberty County.
