WHY A MOBILITY STUDY?
Liberty County is developing quickly. With increasing traffic to the area, especially within the Cities of Cleveland, Dayton and Liberty, the County needs a transportation plan that manages growth, maintains mobility, and focuses on safety forall users, including:
Cars
Freight trucks
Pedestrians
Bicycles
Public Transit
The Liberty County Mobility Study will define future transportation investments that will move people and goods to and from destinations in a safe and efficient manner. The study will:
Analyze the existing transportation network
Consider existing and future land use and growth scenarios
Recommend ways to improve transportation mobility for residents, businesses and visitors now and in the future
VISION AND GOALS OF THE STUDY
The vision of the Liberty County Mobility Study is to address County needs through multimodal transportation, development, and economic policy, while meeting H-GAC’s goals of mobility, safety, and enabling economic opportunity.
The study's goals are to:
Provide mobility solutions and travel options for daily travelers
Increase freight traffic efficiency
Increase efficiency at high-congestion corridors and intersections
Improve safety at high-crash segments and intersections
Enhance economic opportunity in focus areas

Liberty County Mobility Study has finished this stage
A second round of public meetings was held in May 2022 to get your feedback on the Liberty County Mobility Study's recommendations. We met in Liberty on Thursday, May 12, 2022 (this meeting was held concurrently with a meeting for H-GAC’s 2045 Regional Transportation Plan Update), and in Cleveland on Wednesday, May 18, 2022.
Liberty County Mobility Study is currently at this stage
A final report describing the Liberty County Mobility Study's recommended improvements will be created. It will be presented to the Liberty County Commissioners' Court, the City Councils of Cleveland, Dayton and Liberty, and the general public.
