The Houston-Galveston Area Council (H-GAC), in partnership with Galveston County, is developing a countywide Thoroughfare Plan to guide the long-term development of the county’s roadway network.

The plan will establish a coordinated framework for future roadway connections, functional classifications, and right-of-way needs to support mobility, improve connectivity, and help Galveston County plan for future growth.

The planning process will begin with a review of existing plans, policies, and available transportation data to assess current conditions and identify key mobility needs. H-GAC will then develop a proposed thoroughfare network, including roadway classifications and corridor alignments, supported by mapping and technical analysis.

Because Galveston County includes a mix of incorporated cities and unincorporated communities, the plan will support coordination across jurisdictions while strengthening countywide connectivity. (Galveston County)

Public and stakeholder input will be gathered throughout the planning process, allowing residents, business owners, and partner agencies to review project materials, provide feedback, and share local insights.

The final Thoroughfare Plan will include a comprehensive roadway network map and supporting documentation to help guide roadway planning, development review, and future transportation investments across Galveston County.
