Reduce Methane Emissions from Waste and Wastewater Facilities

Install energy efficiency measures at wastewater treatment plants to reduce operational emissions.
Introduce incentives for methane capture and flaring or energy recovery at landfills and wastewater facilities.
Enforce standards for methane collection and destruction or utilization at all major landfill and wastewater operations.

Promote Organics Diversion and Composting

Support local education and outreach campaigns to reduce food and yard waste at the source.
Provide grants or incentives for community composting programs and improved organics collection services.
Invest in large-scale composting and anaerobic digestion infrastructure to process organic waste and recover energy or soil amendments.
3.  

Advance Circular Economy and Waste Reduction

Promote consumer and business education on waste prevention, reuse, repair, and recycling best practices.
Launch incentive programs to increase recycling rates and reduce plastic waste through packaging redesign and reuse systems.
Implement extended producer responsibility (EPR) policies and enforce waste diversion targets for plastics and other high-impact materials.

Develop guidance and voluntary practices for reuse and material recovery in construction projects.
